For MS its always 'IF'. I've been using Bing for several years now over here in the Netherlands without any complaints I use bing sometimes in the Netherlands but it sucks for me.

Glad to hear it's working for you, I do have to admit that I noticed a marked improvement a few years ago. Before then, local searches would find the closest US result and wouldn't even attempt to find anything that would be even close to what I'm searching for, however, to this day Google still beats it hands-down. When it comes to local results, Bing just cannot compare and god knows I've tried using it several times on my Lumia, that search button looks so useful, yet time and time again I am completely disappointed by how irrelevant or lacking the results are.

I use Bing and all my business devices default to it in Australia, works pretty well here. I use bing me too, is a very good service! That used to be the case and still is for most countries, however I've noticed a significant improvement on non-US bing over the last few years.
